Special laws are needed to help and support children with learning disabilities and countries such as the United States and organizations such as the United Nations have a learning disability law to prevent abuse and discrimination of these special children. Learning disability is caused by a problem in the brain, which makes it difficult for the affected person to recognize, analyze and process information in a way normal human beings do.  This disability causes the affected persons an inability to read, write or spell coherently and legibly. Learning disability usually affects kids only. It is estimated that at least 5 out of every 100 kids in the United States suffer from one or multiple forms of learning disabilities. There are several programs and government funded organizations that work towards helping kids with this problem and several legislative laws have been formulated by the government of United States to protect the rights of these children and their parents. The united nations too have endorsed many of the learning disability laws and have been assisting governments of many countries in the implementation of programs that fall within the framework of learning disability laws.

Since education plays a primary role in shaping the future of special children with learning disabilities, a special learning disability law is necessary to address this sector. No matter the symptoms, the varying types and degrees of disabilities– all children with LD must be protected and encouraged. Lawmakers and educational providers have a big role to play in this. With the right legislation and systems in place to care for affected children and their families, a positive impact can be made. In the U.S. a special act called the Individuals with Disabilities Education Act (IDEA) was reformulated in 2004 empowering children and parents alike with numerous rights.

IDEA is a learning disability law or a set of laws that deals with discrimination, organized prejudice, bias and denial of equal opportunities towards people affected by LD and works towards ensuring that these children are offered equal opportunities as other normal children in all spheres of education.  This learning disability law is framed in such a way that it encompasses the roles of parents, teachers and authorities in addressing the rights of the special children and ensures working together of all these groups to help the children live a normal life.
